Estimator
The Estimator will be responsible for preparing cost estimates for commercial, residential, municipal and highway construction underground utility projects and services to aid management in bidding on or determining price of service, take-offs, evaluate vendor quotes, change orders, and contract updates.
- Analyze blueprints and other documentation to prepare time, cost, materials, and labor estimates.
- Prepare estimates for use in selecting vendors or subcontractors.
- Coordinate with Project Coordinators, Project Managers, and Superintendents throughout the project life cycle.
- Work closely with Engineers, Architects, Owners, Contractors, and Subcontractors on changes and adjustments to cost estimates.
- Prepare estimates used by management for purposes such as planning, organizing, and scheduling work.
- Prepare cost and expenditure statements and other necessary documentation at regular intervals through the project life cycle.
- Assess cost effectiveness of products, projects, or services, tracking actual costs relative to bids as the project develops.
- Set up cost monitoring and reporting systems and procedures.
- Conduct special studies to develop and establish standard hour and related cost data or to effect cost reduction.
- Solicit quotations from material vendors and subcontractors.
- Attend pre-bid meetings and project meetings as required.
- Calculate labor, equipment, and materials costs required for detailed cost estimates.
- Bachelor’s Degree in Construction Engineering or equivalent.
- Minimum 5 years of experience in civil construction and underground utility (water, sewer, storm) estimating.
- Familiarity with geotechnical investigations and reports.
- Ability to multi-task and manage estimates for more than one project at any given time.
- Basic heavy equipment knowledge (what equipment can be used for completing projects).
- Experience in HCSS-Heavy Bid, HCSS-Heavy Job, AG-tek preferred.
- Proficiency in Microsoft Office, especially Excel spreadsheet development.

Project Engineer
The Project Engineer is responsible for assisting the Project Management Team with administrative duties associated with construction projects. Assists with project scheduling, purchasing, placing material orders, receiving shipments, and creating change orders, submittals and labor and delivery schedules.
- Estimate quantities and cost of materials, equipment, or labor to determine project feasibility.
- Analyze survey reports, maps, drawings, blueprints, aerial photography, and other topographical or geological data in order to plan projects.
- Follow the Project Design Process as outlined. Utilize tools provided to maintain/update processes, planning boards, and other related documents for all assigned work activities.
- Support schedule development with Estimator, Scheduler, and Field Supervision. Assist with critical milestones/delivery dates, logic ties, and working calendars. Review critical path activities.
- Interface with customer on project deliverables and provide feedback to planning/estimating, Project Manager, and Construction Superintendents.
- Review safety, quality, and construction execution plans and logistics as needed with Field Superintendents.
- Assist with execution strategies consistent with management and customer expectations.
- Review monthly estimate and validate prior to customer distribution.
- Review and issue RFI’s to the client for clarifications.
- Audit weekly payroll recaps for accuracy and ensure they are corrected as required. Ensures all cost coding is correct/consistent.
- Provide oversight and direction for internal and external subcontracts.
- Participate in review sessions with related Field Supervision concerning labor, materials, equipment, subcontracts, cost, productivity, schedules, and tracking.
- Facilitate project completion through coordinating efforts between appropriate Project Superintendents, Subcontractors, and the Client.
- BS degree in Construction Management, Civil Engineering, or equivalent required.
- 5+ years as a Project Engineer or equivalent civil construction experience is required.
- Related experience should be in the public roadway and private development sectors.
- Thorough knowledge of all aspects of construction (technology, equipment, methods); craft agreements, jurisdiction, negotiations; engineering, cost control schedules, and safety required.
- Must be willing to travel.
- Thorough understanding of industry practices, processes, and standards, and their impact on project activities.

Project Manager
As a Project Manager, you will be responsible for overseeing and managing public construction projects. Collaborating with Project Engineers, Estimators, Superintendents, and other team members, you will ensure satisfaction of government clients and subcontractors by meeting contractual expectations, project objectives, goals, and specifications from mobilization through closeout.
- Contract Management: Develop and maintain a thorough understanding of the provisions and requirements of all contract documents, including plans, specifications, government contracts, subcontracts, and purchase orders.
- Project Scheduling: Develop and maintain the project schedule and direct its long-term planning and execution, ensuring alignment with public sector timelines and regulations.
- Objective Setting: Establish project objectives, schedules, policies, procedures, and performance standards in accordance with public sector requirements and company objectives.
- Communication: Maintain open communication with all support and business units involved with the project.
- Contract Negotiation: Prepare contracts and negotiate revisions, changes, and additions to contractual agreements with Architects, Consultants, Government Clients, Vendors, and Subcontractors.
- Financial Reporting: Prepare and submit budget estimates, progress reports, and cost tracking reports, ensuring compliance with public sector financial regulations.
- Project Planning: Plan, organize, and direct activities concerned with the construction or maintenance of public structures, facilities, and systems.
- Safety Management: Manage and enforce safety standards and regulations to mitigate, prevent and resolve risks and emergencies within all scopes of the project(s), adhering to public sector safety protocols.
- Construction Monitoring: Monitor construction through administrative direction of on-site Superintendent to ensure the project is built on schedule and within budget, meeting all project specifications.
- Degree: BS degree in Construction Management, Civil Engineering, or equivalent required.
- Experience: 3-5+ years as a Project Manager with related experience in the public roadway sector.
- Sector-Specific Experience: Experience with TxDOT and highways preferred.
- Technical Skills: Experience with P6, Heavy Job, Blue Beam, and CAD software required.

Project Superintendent
PVB is currently accepting resumes for a highly motivated individual to join our team as a Project Superintendent. This candidate must have a strong structural superintendent background, to provide construction and structural engineering services to support field operations.
- Manage all structural/segment work to include foundations, elevated formwork cycles, cranes, layout and controls, placement, consolidating and finishing concrete best practices, shoring tower management.
- Capable of working with the Project Management on shop drawing review process (Such as: rebar, tendons, stud-rails, concrete etc.) Verify that all required shop drawings, plans, mix designs, special material approvals, traffic control plans, and other documents necessary for assigned phases of work have been submitted and approved prior to start of the work
- Oversee inspection and verification for the receipt or shipment of materials to and from the job site.
- Properly code field delivery tickets and employee time cards as required and turn into the project engineers promptly.
- Coordinate and collaborate with the Project Management to develop an accurate forecasted Project Schedule and Look Ahead, including identifying required subcontractors and material deliveries.
- Adhere to safety standards and ensure that trade and subcontractor site safety is in compliance with EGC (What is EGC standards?) standards and all applicable safety codes and regulations.
- Supervise and develop hourly man-power labor projections.
- Identify problems early and act immediately to provide solutions.
- Oversee the work to ensure installation is in compliance with and conforms to the approved contract documents and maintain quality control for work performed by employees and subcontractors. (QA/QC compliance).
- Work closely with the project surveyor and quality control representatives to keep sheet installation on location with every sheet. The purpose is to have the ability to install and close the circular loop with the last sheet, ensuring all sheets fit the circle per the plans.
- Minimum of 7+ years’ experience within the heavy civil construction industry
- Background in Bridges and Structures
- Proficient with Outlook, Excel and Common Scheduling Programs a plus
- Ability to read, understand, and interpret contract documents including drawings, specifications, scopes of work, and the project schedule
- Solid written and oral communication skills.
- Ability to communicate with the CEI of the project.
- OSHA certification, Fall Protection, Rigging, Trench safety, Confined space, First aid / CPR Certification.
